House Speaker Johnson says he prefers voluntary AI guardrails ahead of meeting

Investing.com -- House Speaker Mike Johnson said Tuesday that he prefers voluntary guardrails for artificial intelligence technology as he prepared to meet with industry executives and President Donald Trump in Washington.

"I hope it's voluntary," Johnson told CNBC before the meeting. "We'll find out what comes out of the meeting today. I think that that's where they're headed. I think they see the handwriting on the wall, and I think they want to ensure investors, you know, consumers, the American public, that they're going to do this in a very safe way, and and that will, I think, put us in the right place."

The Louisiana Republican is scheduled to meet with executives including Anthropic's Dario Amodei, Meta's Mark Zuckerberg and Alphabet's Sundar Pichai.

Congress remains in early stages of creating regulations for artificial intelligence. The legislative branch is scheduled to leave Washington at the end of this week and will remain out of session until after November's election.

AI executives have recently told Washington that the technology could pose catastrophic risks if problems occur. They have asked lawmakers to act to slow the development of frontier technology.

OpenAI announced late Monday that it will not release its upcoming artificial intelligence model, GPT-6.1 Astra, after finding it did not meet the company's safety standard. The company held a developer day on Tuesday.

Anthropic stated in its IPO prospectus that its technology poses "catastrophic or existential risk to humanity."

When asked if AI companies discuss potential exemptions from liability in regulations, Johnson said "it doesn't come up."

"Of course products liability law applies here directly, and we're going to make sure that that keeps everybody in check," he said.
