HA Sustainable Infrastructure Capital, Inc. (NYSE: HASI) closed a structured equity investment in the Pasco Resource Recovery Center, a wastewater treatment and reuse facility in Pasco, Washington, according to a company press release. The transaction closed in July 2026 and marks HASI's first investment in water infrastructure.
The facility, developed, owned, and operated by Burnham, provides wastewater treatment and reuse services for seven local industrial food-processing plants. It uses anaerobic digestion to process organic matter and has the capacity to recycle more than one billion gallons of water annually for agricultural irrigation across 1,900 acres of fields owned by the City of Pasco. The facility also produces renewable natural gas as a saleable byproduct and generates nutrient-rich soil amendments.
The Pasco Center replaced Pasco's original Process Water Reuse Facility in 2025 as part of a partnership between Burnham and the City of Pasco. HASI's investment is supported by a 30-year wastewater treatment agreement with the city.
"HASI is excited to invest in this innovative facility, which not only returns clean water for agricultural use, improves air quality, and reduces emissions in the Pasco area, but also produces RNG to decarbonize the local economy," said Annmarie Reynolds, HASI's Co-Chief Investment Officer.
Chris Tynan, Burnham's Chief Executive Officer, said the investment positions Burnham to bring similar solutions to other public utilities facing water and wastewater challenges.
