Otsuka ICU Medical plans $500M+ IV plant expansion in Austin

Otsuka ICU Medical LLC announced plans for a more than $500 million expansion of its intravenous solutions manufacturing operations in Austin, Texas, according to a company press release.
The project includes upgrades to the joint venture's existing 700,000-square-foot Austin facility and the construction of a new 500,000-square-foot facility at the same location. The expansion is intended to increase supply resiliency, support non-DEHP product development, and add manufacturing capacity for IV solutions and specialty pharmaceuticals.
Otsuka ICU Medical LLC is a joint venture between ICU Medical, Inc. (NASDAQ: ICUI) and Otsuka Pharmaceutical Factory America, Inc., a subsidiary of Otsuka Pharmaceutical Factory, Inc. The joint venture was finalized in May 2025, and the company described this expansion as the first major milestone toward fulfilling commitments made at that time.
The expansion is also intended to position the company's portfolio ahead of evolving non-DEHP legislation affecting IV solutions containers in North America. The joint venture said it is separately pursuing long-term FDA approval of select overseas Otsuka manufacturing sites to supplement North American supply.
"By strengthening our US manufacturing footprint, expanding non-DEHP capabilities, and introducing innovation, we are enhancing supply reliability for North American customers while positioning ourselves to better support future regulatory and legislative requirements," said Yoshifumi Fujimoto, chief executive officer of Otsuka ICU Medical LLC.
