1. Open Source Built the Internet—It Should Build AI

The group argues that locking artificial intelligence behind expensive, proprietary paywalls will choke innovation. By keeping models "open-weight"—meaning anyone can download, tweak, and run them locally on their own hardware—startups, universities, and governments can build specialized tools without paying a toll to a handful of frontier giants. 2. The Security Paradox

Critics often argue that freely distributing model weights is dangerous because the code cannot be recalled if bad actors abuse it. The coalition didn’t shy away from this risk. Their counterargument? Good guys need good tools. They assert that cybersecurity defenders require full, unrestricted access to the exact same capabilities to spot and neutralize next-generation threats effectively. Banning open weights doesn’t stop attackers; it just blinds the defenders.

Backed by venture titans like Andreessen Horowitz and Y Combinator, alongside industry leaders like Hugging Face, CrowdStrike, and Palantir, the underlying warning to lawmakers is clear: over-regulate open-source models, and developers won’t stop building—they’ll just leave the U.S. to do it. The coalition is explicitly calling on Washington to expand public computing power, build shared training assets, and avoid premature restrictions that could stifle domestic competition.
