France's cybersecurity agency, ANSSI, announced it will stop certifying security products that lack quantum-resistant encryption starting in 2027 and will require all critical infrastructure operators and government agencies to use post-quantum-secure solutions by 2030.
SEALSQ Corp (NASDAQ: LAES), a subsidiary of WISeKey International Holding Ltd (NASDAQ: WKEY; SIX: WIHN), said its QS7001 Post-Quantum Secure Element is aligned with the new mandate. The chip has been validated under NIST SP 800-90B (ESV Certificate #E333) and implements NIST-standardized algorithms ML-KEM and ML-DSA, corresponding to FIPS 203 and FIPS 204 respectively.
ANSSI Deputy Director Samih Souissi confirmed the policy shift at the France Quantum conference on June 16, 2026, stating: "This is not just a technical issue. It is a question of governance, industrial planning, regulation and sovereignty."
SEALSQ said it currently has a pipeline of more than 150 customers and prospects for its post-quantum cryptography products, with over 30 actively integrating the technology into their devices.
The QS7001 is designed for use in IoT devices, critical infrastructure endpoints, satellite payloads, and industrial control systems. It supports both classical and post-quantum algorithms simultaneously, a feature ANSSI describes as "crypto-agility."
Carlos Moreira, CEO of SEALSQ, said in a statement: "The ANSSI decision accelerates the timeline for post-quantum security from a long-term consideration to an immediate procurement requirement."
SEALSQ also said it plans to launch a quantum satellite payload aboard a SpaceX Falcon 9 rocket in the fourth quarter of 2026 as part of its Quantum Spatial Orbital Cloud program, which is intended to extend post-quantum key distribution into low Earth orbit.
ANSSI and Germany's BSI have cited estimates suggesting a cryptographically relevant quantum computer could emerge before 2040, with a 19% to 34% probability within the next decade.
