NEW YORK (Reuters) - Ancora Holdings scored a second victory in its battle with Norfolk Southern when prominent proxy advisory firm Institutional Shareholder Services (ISS) recommended on Tuesday that shareholders elect five of the activist hedge fund's director candidates.

LONDON (Reuters) - The world's largest asset manager BlackRock said on Tuesday it plans to launch a new investment platform in Saudi Arabia, backed by up to $5 billion from Saudi sovereign wealth fund the Public Investment Fund (PIF).

WASHINGTON (Reuters) - Treasury Secretary Janet Yellen said on Tuesday that the United States is in talks with other countries to carve out an allowance for the U.S. research and development tax credit as part of the 15% global minimum tax deal.

PORT-AU-PRINCE (Reuters) - Haiti's transition council on Tuesday named Edgard Leblanc, the former senate president, to head the body instated last week as it seeks to bring security back to the violence-wracked Caribbean nation.

Leblanc's naming follows weeks of political deadlock and in-fighting following the resignation of Prime Minister Ariel Henry while an armed conflict surged in the capital, marking a difficult path ahead for the council.
