DUBAI (Reuters) - The Palestinian president's spokesperson, Nabil Abu Rudeineh, described new Israeli strikes on Rafah on Tuesday as a massacre, and called for the implementation of a World Court decision ordering Israel to halt its offensive on the city.

(Reuters) - Several exchange operators on Tuesday re-enabled routing to Members Exchange (MEMX) after disabling it for a brief period.
MEMX Equities delayed the opening of its pre-market session to 08:45 a.m. ET as the stock exchange encountered an issue. It did not clarify what the issue was.
The exchange normally starts its pre-market trading session at 7:00 a.m. ET, according to its website.

VALLETTA (Reuters) - Maltese prosecutors on Tuesday formally charged former prime minister Joseph Muscat with corruption over a 2015 public health contract as hundreds of supporters cheered for him outside a courthouse in Valletta.
The 50-year-old former Labour leader, in office from 2013 to 2020, pleaded "absolutely not guilty" to a list of charges including money laundering, soliciting bribes and criminal association.

LAMPEDUSA, Italy (Reuters) - The body of a five-month-old baby was found on Tuesday when some 85 migrants heading for Italy from Tunisia were rescued from distress at sea, according to a Reuters witness.
The infant girl, her mother and 4-year-old sister were in an unseaworthy boat laden with migrants that had set off from Sfax in Tunisia two days earlier bound for Italy, according to charity group SOS Humanity.
