Quantum Cyber backs U.S. drone supply chain framework, eyes $1.1B program

Quantum Cyber N.V. (Nasdaq: QUCY) issued a statement supporting the U.S. Department of War's Drone Dominance Program Supply Chain Framework (DDPSCF), released July 23, 2026, which establishes phased domestic sourcing requirements tied to a $1.1 billion advanced market commitment to procure more than 200,000 Group 1 one-way attack small unmanned aerial systems.
The framework sets progressively stricter supply chain requirements across four phases, moving from baseline compliance with the National Defense Authorization Act toward a long-term preference for systems sourced and manufactured in the United States.
According to a press release, Quantum Cyber has taken steps it says align with the framework, including forming Quantum Drones Corporation as a Nevada-incorporated subsidiary for U.S. federal defense procurement, acquiring an approximately 43,000 square-foot manufacturing facility in Bridgeport, Connecticut, and stating a target annual production capacity of 100,000 drones.
"Bridgeport is not a concept, it is a production address, and the DDPSCF confirms that domestic manufacturing is no longer optional for companies that want to be part of America's drone future," said David Lazar, Chief Executive Officer of Quantum Cyber.
Peter O'Rourke, President and Director of Quantum Drones Corporation and a former acting Secretary of the U.S. Department of Veterans Affairs, said the framework "is a serious, credible demand signal to industry" indicating the U.S. intends to source autonomous systems from a domestic industrial base.
The company noted that the DDPSCF does not constitute a contract award or purchase commitment, and there is no assurance Quantum Cyber will qualify for or receive any award under any phase of the program.
