Senmiao Technology forms joint venture to develop AI data centers
Senmiao Technology Limited (NASDAQ: AIHS) announced that its wholly-owned subsidiary, Green Energy Capital Asset Inc., has signed an operating agreement with Constant Energy Construction Corp. (CECC) to establish a joint venture called Nebula Matrix AI LLC, according to a press release dated July 20, 2026.
The joint venture will serve as a platform for developing, investing in, constructing and operating AI data centers and digital infrastructure projects in the United States. Senmiao Technology, which historically has provided automobile transaction and related services in China, stated the move reflects its strategic effort to expand into digital infrastructure.
Nebula Matrix AI LLC is intended to oversee the full project lifecycle, from site selection and power procurement through design, construction, financing and long-term operations. The venture will use joint ventures, special purpose vehicles or other commercial structures depending on each project.
CECC focuses on energy and digital infrastructure development and construction in the United States, with capabilities in project development, engineering management, energy resource integration and EPC execution.
Ronggang (Jonathan) Zhang, Chairman and Chief Executive Officer of AIHS, said, "Through this cooperation, we hope to build an AI infrastructure platform with long-term competitiveness, pursue the growing opportunity presented by the rapid growth of the U.S. AI industry, and seek to create long-term value for the Company and its shareholders."
Marcus Xue, Chief Executive Officer of CECC, stated the company looks forward to a long-term partnership with AIHS to advance the development, construction and operation of AI data center projects in the United States.
The company noted that all projects remain subject to completion of commercial negotiations, due diligence, financing arrangements, regulatory approvals and other closing conditions before implementation.
