Fluor joint venture hits milestone on $2.1B Chicago transit project

July 1, 2026 12:54 PM EDT

Fluor Corporation (NYSE: FLR) and its joint venture partner, Walsh Construction Company, have reached substantial completion on the Chicago Transit Authority's $2.1 billion Red and Purple Line Modernization Phase One project, according to a company press release.

The project, which commenced in 2019, replaced just over two miles of elevated track between Lawrence and Bryn Mawr stations that had been in service for approximately 100 years. Four stations were rebuilt into fully accessible facilities, and 11 miles of new digital track circuit signaling were installed. The work also included a new elevated bypass for the Brown Line at Belmont Station, designed to eliminate track conflicts among Red, Purple, and Brown Line service.

The new stations and tracks opened in the summer of 2025, with final completion for Phase One scheduled for November 2026. Construction was carried out while rail service along the alignment remained in operation.

Other firms involved in the project include Stantec for design, Hitachi for signaling, and Meade as the electrical contractor.

"Reaching Substantial Completion on this landmark project is a testament to the strength of our partnerships, the commitment of our teams, and our shared focus on delivering transformational infrastructure," said Shawn West, President of Fluor's Infrastructure business.

The CTA describes the project as the largest completed capital project in its history.
