Kyivstar and Ukraine's regulator sign MoU on Nasdaq share access

Kyivstar Group Ltd. (NASDAQ: KYIV; KYIVW) and Ukraine's National Securities and Stock Market Commission (NSSMC) signed a Memorandum of Understanding at the 2026 Ukraine Recovery Conference to explore ways for investors in Ukraine to access Kyivstar's existing Nasdaq-listed shares.
Under the MoU framework, the parties will conduct a preliminary regulatory and legal assessment of mechanisms that could allow Ukrainian investors to access those shares through established brokerage channels. The initiative will be carried out in compliance with Ukrainian legislation and U.S. federal securities laws.
Kyivstar is a subsidiary of VEON Ltd. (NASDAQ: VEON) and has been described as the first Ukrainian company to list on a U.S. stock exchange.
"Ukrainian investors deserve greater opportunities to participate in the success of homegrown companies through transparent, market-based mechanisms that meet global standards," said Oleksandr Komarov, President of Kyivstar Group.
NSSMC Chairman Oleksii Semeniuk said the memorandum "marks an important step toward making Ukraine's capital markets more accessible to individuals and expanding investment opportunities for citizens."
VEON CEO Kaan Terzioglu said the cooperation aims to explore ways to connect Ukrainian investors to Ukrainian companies "on standards that global investors trust."
The MoU does not represent a binding agreement and is limited to a joint assessment of regulatory, legal, and organizational requirements needed to advance the initiative.
