Kyivstar signs MoU with Ukraine's securities regulator on markets

Kyivstar Group Ltd. (NASDAQ: KYIV; KYIVW) signed a Memorandum of Cooperation with Ukraine's National Securities and Stock Market Commission (NSSMC) at the Ukrainian Recovery Conference, according to a press release dated June 26, 2026.

The agreement establishes a framework to assess regulatory and legal mechanisms that could allow Kyivstar's Nasdaq-listed shares to become accessible to investors in Ukraine through domestic brokerage channels. The parties will jointly evaluate requirements under both Ukrainian legislation and U.S. federal securities laws.

Kyivstar Group is a subsidiary of VEON Group (NASDAQ: VEON) and operates JSC Kyivstar, a digital services provider in Ukraine offering mobile, fixed-line, and enterprise services.

"Ukrainian investors deserve greater opportunities to participate in the success of homegrown companies through transparent, market-based mechanisms that meet global standards," said Oleksandr Komarov, CEO of Kyivstar Group.

Oleksii Semeniuk, Chairman of the NSSMC, said the memorandum marks "an important step toward making Ukraine's capital markets more accessible to individuals and expanding investment opportunities for citizens."

The company noted in its press release that the memorandum may not result in any definitive agreement, regulatory authorization, or implemented program.
