GrafTech files trade petition with Brazil over graphite electrode imports

GrafTech International Ltd. (NYSE: EAF) filed a petition with Brazil's Department of Trade Defense requesting an investigation into graphite electrode imports from China and India that the company claims are priced unfairly.

Brazil's trade authority initiated an investigation on March 11, 2026, and made a preliminary assessment that dumping margins for graphite electrode exports from China and India are 54.9% and 57.3%, respectively. The agency concluded there is sufficient evidence of dumping to warrant further investigation.

The investigation covers graphite electrodes with diameters of 350 millimeters or greater. Brazil produced approximately 33.3 million tons of crude steel in 2025, making it the ninth-largest steel-producing country globally, according to the World Steel Association.

The petition was submitted by GrafTech Brasil Participações Ltda., the company's Brazilian subsidiary located in Candeias, Bahia, which has operated for more than 50 years. GrafTech describes itself as the only large-scale graphite electrode producer with manufacturing operations in Brazil.

"This Petition reflects our commitment to ensuring a level playing field for the graphite electrode industry in Brazil and supporting the long-term viability of our operations and customers in the country," said Timothy Flanagan, chief executive officer and president.

GrafTech manufactures graphite electrode products used in electric arc furnace steel production and other ferrous and non-ferrous metal production. The company states it is substantially vertically integrated into petroleum needle coke, a key raw material for graphite electrode manufacturing.
