Russia rejects arms talks with United States unless there are preconditions

MOSCOW (Reuters) - Russia has no intention of negotiating with the United States on nuclear stability unless there are preconditions, Russian Deputy Foreign Minister Sergei Ryabkov said on Thursday.
Strategic negotiations for Russia are inseparable from the current military and political situation, Ryabkov said.
