Failure of Congress to pass a budget would create instability: White House

WASHINGTON (Reuters) - The White House said on Tuesday the U.S. Congress would contribute to instability if it does not pass a budget.

White House spokesman Josh Earnest said the Obama administration is confident a bipartisan agreement can be reached.
