Biden urges Congress to pass short-term spending bill

WASHINGTON (Reuters) - U.S. President Joe Biden on Friday said it was critical for Congress to pass a stopgap spending bill, which would avert a partial federal government shutdown that would begin if lawmakers do not pass funding legislation by Oct 1.
