ProfVal Expands Immigration Business Plan Services With Implementation Resources
The New Jersey company, which has supported more than 1,000 immigration attorneys since 2019, offers implementation assistance for E-2, L-1, EB-1 and EB-2 NIW clients to build the operations described in their business plans, including websites, backend systems, and payroll and PEO setup.
-- ProfVal, a New Jersey-based provider of immigration documentation services, is expanding its Immigration Business Plan services to help the clients of immigration attorneys establish the businesses described in their petitions. Alongside customized business plans for E-2, L-1, EB-1 and EB-2 National Interest Waiver (NIW) cases, ProfVal can assist entrepreneurs with website development, operational systems, business software, and the selection of payroll and Professional Employer Organization (PEO) providers.

ProfVal develops immigration business plans in collaboration with its sister company, GuidedVenture, a business consulting firm. The expanded services are designed to support the attorney's legal strategy. Attorneys direct each case, and ProfVal does not provide legal advice.
For many entrepreneur clients, the business plan matters beyond the initial filing. An L-1A petition for a new U.S. office is generally approved for one year, and the extension request must show that the office is operating and can support a managerial or executive position. E-2 renewals require evidence that the enterprise is operating and is not marginal. When a client's actual operations differ substantially from the plan, attorneys may need to address that gap in later filings.
ProfVal's approach is intended to narrow that gap from both directions: plans built on realistic assumptions, followed by optional practical help putting those assumptions into operation.
"An immigration business plan should reflect a business that a professional genuinely intends to build," said Zachary Johnson, Ph.D., founder of ProfVal and a former tenured professor of marketing. "For many entrepreneurs, this represents a substantial personal and financial commitment. We believe the planning process should help them make better business decisions, rather than simply produce a document for their immigration petition."
ProfVal's immigration business plans incorporate customized market research, competitive analysis, operational assumptions, and financial projections suited to the client's investment, industry, and staffing. Unsupported revenue projections or hiring assumptions may make a plan seem stronger on paper, but they offer little practical value to a client investing substantial personal resources, and they can create problems if later filings require evidence that the business was developed as described.
The emphasis of each plan follows the requirements of the visa category and the attorney's strategy:
- E-2 Treaty Investor plans focus on the investment, operations, expected revenues, and staffing, and on showing that the business is more than a marginal enterprise.
- L-1 plans for new offices explain the relationship between the foreign and U.S. companies, the proposed organizational structure, and how staffing will develop to support a managerial or executive role within one year.
- EB-2 NIW plans address the proposed endeavor and its anticipated contributions to the United States, keeping the commercial potential of the business distinct from the separate question of national importance.
- EB-1 plans may support evidence of the entrepreneur's intended U.S. activities and organizational role, depending on the classification and the attorney's legal strategy.
After approval, ProfVal's implementation support addresses the practical steps needed to start operating. A client establishing a consulting company, for example, may need a professional website, client intake procedures, appointment scheduling, invoicing, and customer management software. A company preparing to hire U.S. workers may need payroll administration and human resources systems. ProfVal also helps clients identify established providers, including PEOs that handle payroll, benefits, HR administration, and employment compliance, which can be particularly important for businesses hiring across several states or countries.
"As we expanded ProfVal, we found that having employees and contractors in different states and countries made compliance increasingly challenging," said Dr. Johnson.
"Through that experience, we've developed a robust understanding of the providers and services that entrepreneurs need, and we've built relationships with companies that we use or have considered for ourselves. We want other entrepreneurs to benefit from what we've learned, rather than having to commiserate in facing the same challenges we did."
These services complement the work of immigration attorneys, accountants, and other licensed professionals. Attorneys can learn more about ProfVal's immigration business plans or contact the company through ProfVal.com.
