Oddball Names Kathy Klapacz Chief Operating Officer

Kathy brings 20 years of executive leadership experience scaling federal programs and technology organizations across defense and civilian health agencies, including the Centers for Medicare & Medicaid Services (CMS), Department of Health and Human Services (HHS), and Defense Health Agency (DHA). Her expertise spans operational strategy, technology transformation, and delivering mission-critical solutions.

Throughout her career, Kathy has led complex federal portfolios exceeding $100 million and organizations of more than 400 personnel. Her experience includes overseeing large-scale federal technology modernization initiatives, cloud transformation, and operational strategy, with a proven track record of strengthening delivery performance and supporting organizational growth.
