Leading Cyber, Data and Privacy Partner Joins Cooley
WASHINGTON & SAN FRANCISCO--(BUSINESS WIRE)-- Cooley is expanding its global cyber/data/privacy and telecommunications practices with the arrival of prominent litigation partner Travis LeBlanc, who will be based in Washington, DC, and San Francisco. He was formerly a partner at Boies Schiller Flexner.

“Travis brings us a wealth of policy, regulatory and litigation experience involving all facets of data and privacy issues,” said Mike Attanasio, chair of Cooley’s global litigation department. “He is a respected authority on governmental regulation of the tech industry and regularly defends leading companies against federal and state civil enforcement actions and major civil litigation brought by private plaintiffs. Travis also has an active practice in telecommunications, stemming from his tenure as the FCC’s chief of the Enforcement Bureau.”
LeBlanc has deep experience in federal, state and local government litigation, policy and regulatory matters, having served in his FCC role, as a senior adviser to former California Attorney General Kamala Harris and as an attorney in the DOJ Office of Legal Counsel during the Obama Administration. In 2017, the US Department of Commerce and the European Commission tapped LeBlanc as an arbitrator for the EU-US Privacy Shield Framework, which provides the foundational framework for the transatlantic transfer of personal data between companies operating in Europe and the US. In August 2018, LeBlanc was named as one of five presidential nominees to the Privacy and Civil Liberties Oversight Board, an independent agency that provides oversight of the counterterrorism programs and activities of the US government.

Before entering private practice, LeBlanc clerked for the Hon. Stephen Reinhardt on the US Court of Appeals for the Ninth Circuit. He earned his JD from Yale Law School, LLM from the University of Cambridge, MPA from Harvard Kennedy School and AB from Princeton University.
