AHF Welcomes H.R. 7148 Reforms That Target Pharmacy Benefit Managers
WASHINGTON--(BUSINESS WIRE)-- AIDS Healthcare Foundation (AHF) welcomes the introduction of H.R. 7148 – the Consolidated Appropriations Act of 2026. While the bill is designed to fund the federal government, the legislation includes targeted reforms that will loosen the stranglehold pharmacy benefit managers have over the prescription drug supply chain. If signed into law, PBMs will no longer receive any renumeration for Medicare Part D drugs outside of bona fide service fees. Plus, several new reporting requirements for PBMs will promote transparency in an industry rife with deceptive business practices.
For too long, these middlemen have enriched themselves by driving up healthcare costs for all Americans. Their market-distorting behaviors have influenced the price, sale, and distribution of prescription drugs – all while keeping patients and providers in the dark. PBMs have exploited their privileged position with little to no pushback from the federal government. The proposed legislation takes a crucial step at reining in abuses that affect the entire healthcare system.
The reforms have rare bipartisan support and AHF hopes the bill will become law by January 30.
