A.M. BestTV: U.S. Presidential Election Could Impact ACA, International Trade, Regulation

“The recent revelation that there will be very substantial increases in the price of coverage under the Patient Protection and Affordable Care Act (ACA) has become a major campaign issue,” said Robert P. Hartwig, faculty member, University of South Carolina, and former president of the Insurance Information Institute.

The Democratic platform is to expand health care under the ACA, while the Republican platform is to repeal and replace the ACA.

Another difference between the two parties is the Republican call to repeal the McCarran-Ferguson Act of 1945. This act gives insurers a limited antitrust exemption so they can share historic loss information, so that they can predict future losses and price insurance appropriately.

“By having this information pooled, each insurer gets better information and it encourages competition in the marketplace,” explained Hartwig.

Additionally, the parties have different stances on international trade agreements. Robert Gordon, senior vice president, Property Casualty Insurance Association of America, addressed this issue.

“The Democratic platform is a bit more hostile to new trade agreements, while the Republican platform is more committed to open markets and more transparency,” said Gordon.
