(Reuters) - A bid by U.S. Senate Democrats to overturn the chamber's filibuster rule and advance a voting rights bill was headed towards failure on Wednesday, after conservative Democratic Senators Joe Manchin and Kyrsten Sinema joined with Republicans to oppose the move.
