NPC Urges Swift Action to Assess America's Subsurface Resources and Secure Competitiveness
Newest NPC Report Requested by Energy Secretary
National Petroleum Council (NPC) Chair and ConocoPhillips Chairman and CEO
The NPC delivered nine specific recommendations, leading to an overarching vision of an authorized and appropriated National Cooperative Subsurface Assessment Program that builds on existing federal and state agency authorities. These specific recommendations call on Congress, academia, industry, and federal and state agencies to:
- Accelerate holistic assessments of the nation's subsurface resources
- Prioritize assessments of emerging resources
- Acquire priority baseline data to strengthen subsurface assessments
- Develop a National Data Portal to ease access to subsurface data
- Recover and preserve legacy subsurface data
- Evaluate access to proprietary data acquired by industry
- Increase development of emerging technology for subsurface resource extraction, mapping, and modeling
- Establish a collaborative, long-term planning process
- Develop a qualified workforce for subsurface analysis through residencies and partnerships

The NPC is a federal advisory committee to the Secretary of Energy. Founded in 1946, the NPC is made up of approximately 200 people selected and appointed by the Secretary of Energy to advise, inform, and make recommendations, at the Secretary's request, on matters pertaining to oil and natural gas or to the oil and gas industries.
