Liz Fowler Joins Upside's Board of Directors

The former Director of the CMS Innovation Center joins as Upside expands across Medicaid, Medicare Advantage, and the employer market.

FORT LAUDERDALE, Fla., Sept. 29, 2026 /PRNewswire/ -- Upside, a housing stability platform built for health care, today announced that Liz Fowler, PhD, JD, has joined its Board of Directors. Fowler led the Center for Medicare and Medicaid Innovation (CMMI) from March 2021 to January 2025, where she oversaw the federal portfolio of alternative payment and care delivery models.

Fowler is Co-Founder and Managing Partner of Health Transformation Strategies and a Distinguished Scholar at the Johns Hopkins Bloomberg School of Public Health. She previously served as Chief Health Counsel to the Senate Finance Committee, where she helped draft the Affordable Care Act; Special Assistant to the President at the National Economic Council; Vice President of Global Health Policy at Johnson & Johnson; and in leadership roles at the Commonwealth Fund. She holds a PhD in health policy from Johns Hopkins and a JD from the University of Minnesota Law School.
