Wrap Technologies, Inc. (NASDAQ: WRAP) has appointed John "Chappy" Chapman as Vice President of Training and Missions, according to a company statement. Chapman brings more than 30 years of law enforcement and instructional experience to the role.
Chapman will oversee the company's national training and mission integration strategy, including a four-level training and credentialing architecture, expansion of a digital Learning Management System, state Peace Officer Standards and Training (POST) certification initiatives, and agency-wide adoption of the company's non-lethal response doctrine.
The four-level credentialing model is structured as follows: a Level 4 credentialing board responsible for certifying master instructors, Level 3 master instructors who develop agency-level instructors, Level 2 agency-based instructors authorized to train frontline users, and Level 1 frontline officers trained in operational application of Wrap's technologies, including the BolaWrap 150 remote restraint device.
Chapman has been a principal author of Wrap's non-lethal response doctrine, which is under review for POST certification in California, with additional state submissions anticipated. The doctrine is intended to bridge the gap between verbal de-escalation and physical arrest-and-control techniques.
Chapman began his public safety career in 1992 following U.S. Navy service. He is a certified POST instructor in 30 states and holds master POST instructor status in several. He founded LMS Defense in 2004 and co-founded Forge Tactical. He holds a bachelor's degree in physical science and a master's degree in homeland security.
The Bureau of Alcohol, Tobacco, Firearms and Explosives determined in ATF Ruling 2026-2 that the BolaWrap 150 is not a "firearm" or "any other weapon" under the Gun Control Act or the National Firearms Act.
Wrap Technologies said its training strategy is designed to generate recurring revenue through digital learning subscriptions, credential management, and program sustainment services, subject to agency procurement requirements.
