Sanctioned Georgia refinery to complete shift from Russian oil by September
Investing.com -- The owner of Georgia's only oil refinery said the facility will finish transitioning to processing exclusively non-Russian crude by the end of September, following European Union sanctions imposed in July.
Black Sea Petroleum said the Kulevi refinery began processing Kazakh crude in early July. A shipment of Libyan oil is expected to arrive between Aug. 20 and Aug. 30, the company said in a statement dated July 31.
The EU added the Kulevi plant to a sanctions package in July, giving Black Sea Petroleum six months to transition away from Russian crude to alternative supplies. EU officials said the refinery could be removed from the sanctions list if it shows it has switched to non-Russian crude.
The Kulevi refinery processed more than 650,000 metric tons of crude in the first half of 2026, according to a statement on its website.
