Needham voices concerns over Meta's $18B child addiction settlement

Investing.com -- Needham analyst Laura Martin maintained a Hold rating on Meta Platforms following the company's $18 billion settlement with U.S. states over social media child addiction claims.
Martin outlined several concerns about the agreement, which was reached Tuesday during the second week of trial in Federal Court in Oakland, California. Meta agreed to pay $12.7 billion in guaranteed payments to 51 states and territories over 10 years, plus an additional $5 billion if YouTube and TikTok also agree to pay and implement similar restrictions.
The analyst said the timing of payments creates challenges as Meta faces capital expenditure spending of $130 billion to $145 billion in 2026, with guidance for "much higher" spending in 2027 as the company competes in artificial intelligence development.
Martin expressed concern that the settlement sets a regulatory precedent, as Meta accepted government restrictions on product design, engagement mechanics, and algorithm oversight. The analyst believes these terms will become the default benchmark for other U.S. lawsuits and international cases.
The analyst noted that Florida and New Mexico attorneys general did not join the settlement, and thousands of other individual plaintiffs, school districts, and cases remain outstanding.
Martin said the behavioral remedies, including two-hour daily limits, overnight access blocks, and minimal notifications during school hours, may drive users under 18 in the U.S. to competing platforms without such limitations. The analyst estimates these restrictions affect less than 1% of Meta's global users and less than 0.5% of its revenue.
The settlement also includes stricter age-verification requirements, which Martin said will add friction and compliance costs to Meta's operations.
Meta did not admit to wrongdoing or liability as part of the agreement.
