Intel Corporation (Nasdaq: INTC) is essentially flat after-hours Monday despite reports from the Wall Street Journal that the company is working on plans to create a "virtual cable operator."

The company has been discussing plans with various media companies to offer their TV channels over the Internet via an Intel set-top box. Customers would be responsible for providing their own Internet access.

Intel is looking to launch the service by the end of 2012.
