Federal Communications Commission chairman Tom Wheeler to consider increasing in-flight mobile wireless access, according to a statement issued on the FCC website today. Specifically, the proposal calls for passengers to be able to use cell phones above 10,000 feet.

The FCC will be holding a meeting on December 12th to vote on writing rules, though a second vote would be needed for the change to take effect.

Phone calls wouldn't be allowed when airplanes land and takeoff.

Gogo (Nasdaq: GOGO) shares spiked on the news, while others in the segment are also on watch. The full statement is below:

CONSUMER ACCESS TO IN-FLIGHT MOBILE WIRELESS SERVICES

Washington, D.C. – Chairman Tom Wheeler has issued the following statement:

“Today, we circulated a proposal to expand consumer access and choice for in-flight mobile broadband. Modern technologies can deliver mobile services in the air safely and reliably, and the time is right to review our outdated and restrictive rules. I look forward to working closely with my colleagues, the FAA, and the airline industry on this review of new mobile opportunities for consumers.”
