Clear Channel Outdoor presents growth strategy and 2028 financial targets

Clear Channel Outdoor Holdings Inc. (NYSE: CCO) held an investor day in New York City to outline its strategic vision and long-term financial goals. Chief Executive Officer Scott Wells and Chief Financial Officer David Sailer presented the company's plan to strengthen its balance sheet while capturing growth opportunities as a U.S.-focused out-of-home advertising business.

The company outlined a four-pillar growth strategy focusing on customer centricity, technology capabilities, sales execution, and balance sheet strengthening. Clear Channel aims to reduce its net leverage ratio to 7x to 8x by year-end 2028 through debt reduction efforts.

Clear Channel reiterated its 2025 guidance with consolidated revenue projected at $1.57 billion to $1.60 billion and Adjusted EBITDA of $490 million to $505 million. The company set financial goals for 2025 to 2028 including consolidated revenue compound annual growth rate of 4% to 5% and Adjusted EBITDA compound annual growth rate of 6% to 8%.

For 2028, the company targets Adjusted Funds From Operations of $190 million to $210 million and approximately $1 billion in net debt reduction from year-end 2024 levels. The company expects to increase Adjusted EBITDA between 6% to 8% annually through 2028.

"We expect to deliver on our goal of 7x to 8x net leverage by year end 2028," said David Sailer. "While debt reduction is our priority, we intend to continue to invest in the business with the projects producing the highest returns."

The strategic plan emphasizes expanding premium digital displays, scaling programmatic buying, and leveraging the company's RADAR analytics platform. Clear Channel plans to target growth in key accounts while segmenting its sales team to match marketplace opportunities.
