The QPAREB releases its Quebec Housing Landscape

ÎLE-DES-SŒURS, Quebec, Sept. 14, 2026 (GLOBE NEWSWIRE) -- The Quebec Housing Landscape, prepared by the Quebec Professional Association of Real Estate Brokers (QPAREB) in partnership with Léger, shows that, at the outset of the provincial election campaign, housing is now, more than ever, a priority issue for Quebecers.

Each year, thousands of young households are forced to set aside their goal of purchasing a property, particularly due to affordability challenges. Conducted from July 28 to August 3, 2026, the survey shows that a strong majority of voters expect governments to do more on housing, and that the issue could become a deciding factor in how they vote.

Young adults are the first to be affected by rising prices

According to data collected by Léger, 92 per cent of non-homeowners aged 18 to 34 aspire to own a home one day. Of these respondents, 31 per cent have had to abandon their project over the past five years, primarily due to excessively high property prices.

At a time when all parties have put forward competing proposals to improve access to homeownership for first-time buyers, it is clear that these measures are not sufficient. The future Government of Quebec will need to implement genuinely effective solutions to address this issue, while only 12 per cent of Quebecers believe that all households currently have an equal opportunity to become homeowners.

Homeownership: an election issue

The survey also reveals that 29 per cent of respondents believe the Government of Quebec is best positioned to improve access to homeownership. However, a majority—55 per cent—have little confidence in the future government’s ability to improve the situation.

In light of this pessimism, one conclusion is clear: as the election campaign gets under way, 84 per cent of Quebecers want the next government to make homeownership a priority. Moreover, nearly half of respondents (47 per cent) state that the parties’ positions on housing could influence their vote

In this context, the QPAREB is calling on the government to take action to support homeownership. The QPAREB has put forward seven concrete proposals that would help improve access and respond to a concern shared by 85 per cent of Quebecers, who believe the housing situation in Quebec is a major problem.

“Our seven proposals are concrete and aligned with Quebecers’ concerns, as reflected in our Landscape. Our brokers on the ground hear every day about the challenges Quebecers face in accessing homeownership. We want to work with the future Government of Quebec to implement solutions that deliver tangible results. We can no longer talk about housing as we did before: Quebec is facing a persistent residential capacity crisis,” notes Simon Langelier, QPAREB Director of Government and Public Affairs.

The QPAREB’s seven proposals

1. Reduce approval timelines for residential projects: accelerate the permit process, increase transparency, and improve municipal performance.
2. Modernize the rules that slow construction: simplify and harmonize requirements to support more predictable projects.
3. Give Quebec the means to build more housing: increase prefabricated construction capacity, support innovation, and improve productivity.
4. Scale up proven models: expand approaches and partnerships that have proven successful.
5. Develop intermediate forms of housing: support condominiums, townhouses, semi-detached homes, plexes, accessory dwelling units, and adapt government programs.
6. Make smart densification a reality: optimize existing infrastructure and strengthen consistency in land-use planning.
7. Use public land as a housing lever: mobilize public land assets to accelerate the creation of housing.
