The International Stock Exchange Group Limited signed a memorandum of understanding with Boursa Kuwait to explore collaboration opportunities in specialized listings and Middle Eastern investment channels, according to a company statement.

TISE, a subsidiary of Miami International Holdings Inc. (NYSE: MIAX), announced the agreement on December 23. The memorandum aims to enhance technical and knowledge-based cooperation between the exchanges and explore opportunities for financial market development.

Boursa Kuwait operates as a regional exchange classified as an emerging market in major global indices. TISE, headquartered in Guernsey, Channel Islands, operates a regulated exchange offering financial products and maintains presence in Dublin, Jersey and London.

"We are pleased to sign this MoU with Boursa Kuwait as we share a common vision of developing a more interconnected and sustainable financial environment," said Cees Vermaas, chief executive officer of TISE. The partnership seeks to create investment opportunities through knowledge sharing and collaboration in specialized listings and innovative products.

Mohammad Saud Al-Osaimi, chief executive officer of Boursa Kuwait, said the agreement "reaffirms Boursa Kuwait's commitment to fostering international cooperation and exchanging expertise with global financial institutions." The partnership represents a step toward developing financial products and supporting sustainable finance initiatives.

The agreement follows a similar memorandum signed in August 2025 between the Guernsey Financial Services Commission and the Capital Markets Authority of Kuwait, which focused on strengthening regulatory cooperation and exchanging expertise.

TISE operates the Qualified Investor Bond Market, which lists high yield bonds, structured finance products and securitization transactions in Europe. The exchange also lists investment funds and UK Real Estate Investment Trusts.
