Berkeley SkyDeck alum launches out of stealth to help contractors win more bids and developers build with better information

BERKELEY, Calif.--(BUSINESS WIRE)-- Quotr, the AI-native construction estimation platform, today announced a $4 million seed funding round led by Llama Ventures with participation from strategic angel investors. The funding builds on early traction with builders on residential and commercial projects, and will help Quotr expand enterprise deployments, grow its supplier network, and scale its platform.

In construction, the bid is the commercial foundation of every project, setting scope, budget, and timeline before a single shovel breaks ground. Bids built on incomplete information cause projects to slip on budget and timeline, creating costly friction down the road. Contractors are forced to absorb change orders in the field while developers face delayed schedules and renegotiated contracts. Scope clarity from the first estimate reduces that conflict.

Quotr unifies the preconstruction process on a single platform, connecting quantity takeoff, cost estimating, bidding, and procurement in one workflow. Contractors upload PDF or image plan sets that Quotr’s AI reads to count quantities, generate a priced estimate, and create a client-ready proposal. Contractors using Quotr have cut takeoff time by up to 80%, from roughly 20 hours to one to two hours. From there, contractors export polished proposals and manage procurement in the same workspace. When both sides work from the same platform, the estimate becomes the project's shared source of truth that each party can trace, query, and build from.

Developers who prefer a hands-off approach can engage Quotr’s managed estimation service, receiving detailed cost estimates and pro formas within days without running the software themselves. Both sides can query the Quotr AI Agent with natural language to trace cost decisions directly back to the drawings. Underlying the platform is a live procurement data layer that tracks material price movements, supplier availability, and quote expiry windows so bids reflect what materials cost today, not what the database said six months ago.

Since its founding in 2024, Quotr has been in production with developers, general contractors, and subcontractors across residential, multifamily, and commercial projects. Bid turnaround has moved from days to hours, and customers report 40% more bids submitted per month.

“Contractors don't miss out on bids because their numbers are wrong, but because they’re not able to get to the bid step at all,” said Hanyang Liu, Co-Founder and CEO of Quotr. “The estimate isn’t just a document. It becomes the commercial operating system for the entire project. Every decision that follows traces back to it. This funding lets us expand to every contractor who wants it.”

“Preconstruction is where projects are won or lost, yet most teams are still doing it on spreadsheets, isolated point solutions, or gut feel. We backed Quotr because they’ve built the infrastructure layer the industry is missing. And the traction they're seeing in the field tells us this is a category moment,” said Kyle Qi, Principal and Investor at Llama Ventures.

With the U.S. data center construction market projected to grow at a CAGR of 8.9% from 2026 to 2031, according to Mordor Intelligence, Quotr is positioned for the complexity these projects demand. Data center builds often span 20+ trade categories (electrical, HVAC, structural steel, fire protection), each requiring committed equipment and specialized labor before construction begins. Quotr's AI supports purpose-built takeoff across all major trades, and with this funding, the company plans to deepen enterprise tooling and expand into the heavy industrial and mission-critical segment where scope errors carry the highest cost. As part of that push, Quotr will be presenting at NECA Convention and Trade Show, ULI Fall Meeting, and Chicago Build Expo in October, as well as Phoenix Build Expo in December, continuing its presence across the industry's major professional forums.
