Skyline shifts strategy to critical minerals, appoints new chairman
Skyline Builders Group Holding Limited (NASDAQ: SKBL) announced strategic changes including new leadership and its first acquisition in the critical minerals sector, according to a company statement.
Paul Mann will become executive chairman effective January 1, 2026. Mann founded ASP Isotopes Inc. (NASDAQ: ASPI), which reached a market capitalization exceeding $1 billion and employs over 200 people globally. He previously worked at Morgan Stanley, Soros Fund Management, and Highbridge Capital Management during a 15-year investment career. Mann graduated from Cambridge University with degrees in Chemical Engineering and holds a CFA designation.
The company raised over $40 million from institutional investors in recent months, including $2.5 million from Quantum Leap Energy LLC and $3.5 million from Mann individually. Skyline plans to focus on supplying critical minerals and nuclear fuels to customers in the United States.
On October 31, 2025, Skyline purchased approximately 20% of a Delaware limited liability company with critical minerals assets in Asia for $20 million. The company stated it expects to provide additional details about this investment following pending government approvals, anticipated during the fourth quarter of 2024.
Critical minerals include elements such as cerium, praseodymium, neodymium, gadolinium, tin, tungsten, and lithium. The Energy Act of 2020 defines critical materials as non-fuel minerals with high supply chain disruption risk that serve essential functions in energy technologies.
Skyline plans to relocate its headquarters from Hong Kong to Washington D.C. and establish a wholly owned subsidiary focused on critical minerals operations. The company indicated it is negotiating additional opportunities in the critical minerals sector.
