Roth Capital reiterates a Buy rating and $40 price target on Green Plains Renewable Energy (NASDAQ: GPRE) following the release of '14 to '16 ethanol RVOs. The RVOs show that the EPA supports ethanol growth.
Analyst Craig Irwin commented, "EPA released '14 to '16 proposed ethanol RVOs that were a relief for obligated parties, in our view, as seen by continued RIN selling. D6 RINs closed Fri down 28% from before recent OMB meetings started. What we liked most was EPA's discussion how they expect ethanol growth, and see this as consistent with Congressional intent of the rule. A recent DOE report showed infrastructure is not an issue, dismissing the most frequent excuse for not issuing larger RVOs."
