Shares of China Digital TV Holding Co., Ltd. (NYSE: STV) are higher this morning following upbeat comments from Susquehanna analyst Adele Mao. Mao said a buying opportunity has emerged for those that missed out.

China Digital, which provides conditional access systems to the digital television market in China, was a hot IPO in October 2007. After pricing at $16, the stock surged 75% on its debut. It subsequently rose to $55.31, before descending lower. Yesterday's close was $21.69.

According to Mao, the pace of China Digital's roll-out is picking up and the company is benefiting from government policy initiatives. Mao also said the company is maintaining its market share, and the firm has a high level of conviction that the company will beat Q4 expectations when they report in late February. Mao reiterated a Positive rating on the stock.

Shares of China Digital are up over 8% today to $23.56. If the stock closes positive today, it will be the fist positive close in 6 sessions and only the second so far this year.
