H-P (HPQ) Said to Have 'Best Value' for Gov't in Recent VA Contract Battle

Could this be a sign of things to come for Hewlett-Packard (NYSE: HPQ)?
According to headlines out earlier, the U.S. Department of Veterans Affairs evaluated proposals from H-P and International Business Machines (NYSE: IBM) for a wireless tracking of medical device contract. After evaluation, the VA said it would stick with H-P for the $543 million, five-year award.
The VA was pressured into re-evaluating the contract after IBM protested that a fair evaluating wasn't given.
Speaking on behalf of the VA, spokesperson Jo Schuda said that H-P was "the best value for the government." It's not clear what that statement implied, but maybe it means H-P has a leg-up over competition with the U.S.
Shares of H-P are up nearly 4 percent Monday.
