Barclays maintains an 'Equalweight' on Morgan Stanley (NYSE: MS) price target of $27.00.

Barclays analyst says, "With MS shares trading up 9% over the past two sessions and 33% since the recent market low on 3 Oct (S&P500: +1% and +10%, respectively), we believe that investors have quickly digested the poor 3Q. However, neither GS's nor MS's management indicated that the capital markets environment was healed. Additionally, the various metrics that we track suggest we are not yet out of the woods and that an uncertain degree of market stress remains bubbling just below the surface, which could be catalyzed by a number of sparks, including the threat of European contagion, a tentative US economy and significant regulatory uncertainty (Basel, Volcker), the US budget and the approaching US presidential elections. As a result, we expect broker stock returns to remain volatile until more clarity on some of these points is achieved. That being said, not all is dark and cloudy."
