FBR Capital maintains an 'Outperform' on Visa (NYSE: V), PT $96.
FBR analyst says, "After what seems like close to an eternity, it appears there will be a vote to attach the Tester amendment to a bill sometime this week, potentially as early as June 8. Although close to the necessary 60 votes, Tester, we still believe, is short; but he will be lobbying hard to convince Senate colleagues to vote in favor of his amendment seeking to delay implementation of interchange regulation. We think the odds of Tester's success are slightly less than even (roughly 45% odds of success). While we continue to view Visa shares attractively from a long-term perspective (a global secular transition of payments from cash/check to plastic/electronic drives superior revenue and EPS growth), in the near term, we believe there is more downside risk to the share price, should Tester fail to get the necessary votes, than upside, should he succeed."
