Goldman Sachs downgraded Westar Energy (NYSE: WR) from Neutral to Sell and cut its price target from $26 to $25.
Goldman cited (1) regulatory lag driving lower and below-consensus 2013 EPS and (2) increasing regulatory risk in Kansas, which warrants a slightly lower target multiple on WR earnings.
