SINGAPORE, Feb 10 (Reuters) - Asian stocks advanced for a second day in early trading on Tuesday, led by an extended rally in Tokyo's benchmark after Japanese Prime Minister Sanae Takaichi's decisive election victory over the weekend.
MSCI's broadest index of Asia-Pacific shares outside Japan was up 0.4%, while the Nikkei 225 jumped 2.1%, rising for a third consecutive day to a fresh record high.

Feb 9 (Reuters) - The U.S. Department of Health and Human Services is expected to cut about $600 million in public health grants to California, Minnesota, Illinois and Colorado because they do not align with the White House's priorities, Bloomberg News reported on Monday, citing people familiar with the matter.
Reuters could not verify the report. The HHS did not immediately respond to Reuters' request for comment.

President Donald Trump's administration has touted its success in recent weeks at taking out suspected drug trafficking vessels.
The military said in a post on X that the vessel was "engaged in narco-trafficking operations."
