Jefferies maintains a 'Hold' on Health Net (NYSE: HNT) price target raised from $34 to $40.

Analyst, David Windley, said, "Health Net can point to evidence of progress and opportunity in each of four buckets - Commercial, Medicare, Medicaid, and DoD. That progress points to faster earnings growth long-term; however, the bigger opportunities do not kick in until 2013 and later. Execution on those opportunities is not assured. 2012 will be affected still by Commercial membership losses, shrinking TRICARE, and negative mix shift."

Jefferies raises FY12 by $0.01 to $3.36 and FY13 by $0.02 to $3.73.
