- SPDR S&P 500 (NYSE: SPY) up 1.40 percent to $121.37. U.S. markets are higher on Wednesday's session, as the European Commission presented its plan to maintain the health of its banks. Items included temporary capital raises and stoppage of dividends and bonuses. Specific numbers weren't given, but a report published on the EC website suggests the acceleration of Basel III rules.
- iShares FTSE China 25 Index Fund (NYSE: FXI) up 3.73 percent to $34.68. China stocks making a nice rally today after reports that regulators approved cross-border exchange-traded funds, bolstering share market and supporting financials as the reach new valuations.
- Financial Select Sector SPDR (NYSE: XLF) up 2.21 percent to $12.70. Financials are making a nice rebound today, led by Citigroup (NYSE: C), which is up 5.4 percent on the session. Bank stocks may be reacting to EC news, and have also been depressed the most over the last several weeks on potential European debt exposure. Citi's Vikram Pandit also made some positive comments about the bank today at a Fortune conference in New York.

- iPath S&P 500 VIX Short-Term Futures ETN (NYSE: VXX) down 7.10 percent to $42.77. The CBOE VIX is 7 percent lower on the session, as the European Commission presents its plan to boost the health of its banks.
- United States Natural Gas (NYSE: UNG) down 2.21 percent to $8.65. Nat gas contracts are trading lower on prospects that stores were tapped less than expected last week, paving the way for an increase in supplies. Bloomberg is expecting a gain of 102 billion cubic feet, according to estimates from eight economists. Average-to-warmer than normal weather may be responsible for the low draw.
- PowerShares DB US Dollar Index Bullish (NYSE: UUP) down 0.68 percent to $21.75. The dollar is falling against most major currencies as investors' risk appetite heightens. The EUR/USD is up 1.1 percent to €1.3802 Wednesday.
