In the Investment Services group Wednesday morning, Oppenheimer's Chris Kotowski made the following rating changes:

• upgraded Capital One (NYSE: COF) from Perform to Outperform with a new $55 price target
  
• downgraded Goldman Sachs (NYSE: GS) from Outperform to Perform, suspended $173 price target
  
• downgraded Blackstone (NYSE: BX) from Outperform to Perform, suspended $21 price target
  
• downgraded KKR (NYSE: KKR) from Outperform to Perform, suspended $22 price target
