Citigroup upgrades United States Steel Corp. (NYSE: X) from Hold to Buy.

Bernstein upgrades Fifth Third Bancorp (Nasdaq: FITB) from Underperform to Market Perform with a $36 price target.

JP Morgan upgrades Federated Investors (NYSE: FII) from Underweight to Neutral.

Deutsche Bank upgrades Occidental Petroleum (NYSE: OXY) from Hold to Buy with a $72 price target, saying "the high oil/low natgas price environment benefits Oxy most in our space."

DOWNGRADES:

Citigroup downgrades Wyeth (NYSE: WYE) from Buy to Hold, and lowered their price target to $51, citing limited growth.

Banc of America downgrades Bear Stearns (NYSE: BSC) from Buy to Neutral, citing lower earnings becuase of fixed income and hedge fund losses. The firm said the stock looks like dead money for the next 6-12 months.

Miller Tabak downgrades XM Satellite Radio Holdings Inc. (Nasdaq: XMSR) from Buy to Neutral with a $15 price target.

CIBC downgrades Krispy Kreme Doughnuts Inc. (NYSE: KKD) from Sector Perform to Sector Underperform, citing lower sales and liquidity concerns.
