Goldman Sachs analyst Robert Cox downgraded Fidelis Insurance Holdings (NYSE: FIHL) from Neutral to Sell with a price target of $16.00 (from $21.00).

The analyst comments "We downgrade Fidelis to Sell and decrease our 12-month price target by $5 (23%) to $16, reflecting a -3% total return opportunity which compares to ~17% average return for the insurers in our coverage. Downgrade to Sell: FIHL is most exposed within our coverage universe to declining property CAT pricing as nearly all of FIHL’s book is property & short tail business. In late December we observed accelerating rate decline commentary/data from brokers and stamping offices. We expect FIHL will start to feel the pressure of price declines on both growth and eventually on margins, leading to our 2% below VA Consensus expectations in 2026/2027. Additionally, as we detailed in our FIHL initiation in September, we see FIHL’s long term ROE guidance as optimistic and the company’s short duration investment portfolio is relatively worse positioned versus the remainder of our underwriter coverage universe based on the forward curve. The company trades at a significant discount to regression implied levels for a ~13% ROE (GSe 2026), driven in our view by 1) earnings’ volatility of FIHL’s property insurance heavy business mix, 2) the risks associated with FIHL’s operating structure, and 3) FIHL’s particularly economically sensitive Bespoke risks portfolio. However, we see this as unlikely to change as the firm’s underwriting environment worsens."
