MOSCOW (Reuters) - The Kremlin said on Wednesday that President Vladimir Putin had appointed Alexei Dyumin, an aide and former bodyguard, as secretary of the State Council, an advisory body to the Russian head of state.
After being re-elected for another six-year term earlier this year, Putin made Dyumin an aide specialising in the defence industry and the Kremlin spoke at the time of other responsibilities for him.

WASHINGTON (Reuters) - U.S. Deputy Treasury Secretary Wally Adeyemo will visit Kyiv on Wednesday for talks with Ukrainian Finance Minister Serhiy Marchenko and other government officials about upcoming plans to tighten sanctions on Russia, a Treasury official said.

SINGAPORE (Reuters) - Preliminary findings of an investigation into a Singapore Airlines flight hit by severe turbulence last week showed a rapid change in gravitational force and a 54 metre altitude drop caused injuries, Singapore's transport ministry said on Wednesday.

BEIJING (Reuters) - China stands ready to work with Estonia to cooperate on an investigation into a Chinese ship that Estonia suspects cut two of its subsea telecoms cables, the foreign ministry said on Wednesday.
