Citi flags E&C stocks that may benefit from Hurricane Isaias

October 9, 2026 9:36 AM

Citi analysts noted that certain engineering and construction stocks have historically outperformed following major U.S. hurricanes, as Hurricane Isaias was expected to make landfall on the U.S. Gulf Coast.

The bank highlighted Quanta Services (NYSE: PWR), MasTec (NYSE: MTZ), Fluor (NYSE: FLR), and AECOM (NYSE: ACM) as stocks that have shown an average of approximately 2% outperformance relative to the S&P 500 in the 10-day period following significant storms, driven by restoration and repair work.

Citi noted that PWR has historically seen stronger gains, outperforming the S&P 500 by approximately 4% in the 10 days after major storms, largely due to its exposure to electrical grid repair demand. The analysts cautioned, however, that PWR has nearly doubled its revenue base since Hurricane Helene in 2024, meaning storm-related work would represent a smaller share of total sales.

For historical context, PWR booked approximately $265 million in emergency response revenues related to Hurricane Harvey in 2017 and approximately $250 million following Superstorm Sandy in 2012. FLR booked roughly $1 billion in power restoration work following Hurricane Maria in 2017 and over $1 billion in FEMA disaster response work after Hurricanes Katrina and Rita in 2005. ACM signed a nationwide FEMA program management contract in June 2024 and booked approximately $1 billion in recovery projects in 2018 following Hurricane Maria.

Citi said 2025 had been a light year for storm-related work among engineering and construction companies, and that such work typically carries modestly higher margins. The analysts added that Isaias was not expected to be strong enough to cause large-scale disruption or restoration demand, but that they would continue to monitor the storm's impact.
