SEALSQ Corp (NASDAQ: LAES) and its parent company WISeKey International Holding Ltd (SIX: WIHN; NASDAQ: WKEY) have signed a Memorandum of Understanding with the Republic and Canton of Jura, Switzerland, to establish a Post-Quantum Semiconductor and Cybersecurity Center in the canton.

According to a press release, the proposed center carries an indicative investment of CHF 40-60 million over six years, structured as a public-private partnership. The majority of financing is expected to come from WISeKey, SEALSQ, private investors and industrial partners, with the Canton of Jura serving as a strategic facilitator.

The center is intended to develop capabilities for semiconductor personalization, cryptographic root-of-trust injection, secure firmware provisioning, testing and certification, with ASIC design capabilities to be added progressively. SEALSQ's QS7001 Quantum Shield semiconductor, which implements post-quantum cryptographic algorithms standardized by the U.S. National Institute of Standards and Technology, is described as central to the project.

The initiative targets approximately 40 direct jobs within two years, rising to 150 by year five and more than 250 by year eight. At least 60% of positions are expected to be filled by Canton of Jura residents.

The parties said the project draws on experience from Quantix Edge Security, a EUR 40 million semiconductor center being developed in Murcia, Spain, by WISeKey and SEALSQ. The Spanish government committed EUR 19.6 million to that initiative in June 2025.

Carlos Moreira, CEO of SEALSQ, noted that the Murcia initiative generated initial revenue during the second quarter of 2026.

Next steps include forming a joint working group to develop a detailed business plan, select a site, structure financing, and establish academic and industrial partnerships. The parties intend to transition from the MoU to a formal implementation framework upon completion of preparatory work.
