Blue Energy files NRC permit for BWRX-300 reactor in Victoria, Texas
Blue Energy has submitted the first part of a construction permit application to the U.S. Nuclear Regulatory Commission for a BWRX-300 small modular reactor planned for the Port of Victoria, Texas, according to a statement from GE Vernova (NYSE: GEV).
The proposed project would combine GE Vernova 7HA.02 gas turbines with BWRX-300 small modular reactors. Blue Energy selected the BWRX-300 technology earlier this year and has been working with GE Vernova Hitachi Nuclear Energy on engineering and licensing activities.
Blue Energy is taking a phased approach to its permit application. The company expects to submit the remaining portion in 2027, after completing the NRC-mandated one calendar year of site-specific data collection.

The two companies announced a project acceleration agreement in April 2026 to advance deployment of BWRX-300 reactors and GE Vernova gas turbines at the Texas site.
"Blue Energy's progress through the NRC process is another important step toward deploying the BWRX-300 in the United States," said Jason Cooper, CEO of GE Vernova Hitachi Nuclear Energy.
The filing follows the Tennessee Valley Authority's construction permit application for a BWRX-300 at the Clinch River site in Tennessee, where an NRC review decision is approaching. Ontario Power Generation is also constructing a BWRX-300 at its Darlington New Nuclear Project in Ontario, Canada.
